I believe this is on the Riverfront Traders store not the Dugan Trading Co.  The Riverfront Traders is in between Dugan Trading Co. and the Jim Owens water fountain barrel.  It was more of a ocean treasure and trinket shop and not clothing.

(FYI, Rube Dugan's Trading Post is BOTH buildings, both have women's clothing. Sadly, all the shells, boats, water related stuff, left after Xmas 2012)
