Wow...given the amount of guessing I figured this had to be a new, small, well hidden sign.  It was in fact- large, out in the open and has been there as long as I can remember.  That one stumped quite a few of us.

The 20th century reliance printing press, also known generically as an "iron hand press" or "Washington hand press." Paul Shniedewend of Chicago produced a press named the this Washington-style press, as a heavy-duty proofer for photoengravers, long after IRON HAND PRESSES were obsolete for commercial printing. The press was manufactured from 1895 to 1912. I have seen them go for $3,000+ in operating condition online.
